The legacy of CCE began in 1946 when Leland B. Cook entered a private practice on Spring Street in Tupelo, Mississippi. In 1960, Cook Coggin Kelly & Cook was formed and later became the corporation today known as Cook Coggin Engineers, Inc. Over the years, Cook Coggin Engineers, Inc. (CCE) has grown to be one of the most well respected Civil Engineering Firms in Mississippi and Southwest Tennessee.
Now in its 71st year of service, Cook Coggin has offices in seven locations, with its corporate office in Tupelo and regional offices in Corinth, Booneville, Fulton, New Albany, Ripley and Selmer, Tennessee. CCE is a firm with the capacity to multitask and utilize the resources readily available to pursue any civil engineering need a client might encounter.

KENNETH P. GENO, JR., PE, PRESIDENT, joined the Cook Coggin team in 1986 and has 31 years of service to the firm. Kent's 33 years of experience includes two years working as a design engineer for NRCS Mississippi State Deisgn Unit prior to joining the Cook Coggin team. His expertise includes the project management and design of all types of public works projects. Additionally, Kent serves as County Engineer for Alcorn, Benton, Prentiss and Tippah County. Serving in this capacity has rendered him participation in the development of virtually every public facility or economic development project in these areas. As the firm’s president, Kent is primarily located in the Corporate Tupelo Office but he also operates out of the Regional Booneville and Corinth Offices on a weekly basis in order to maintain a hands-on approach to leadership. Kent serves as mentor to the Cook Coggin team and assists in any capacity necessary to the success of a project. Kent is a registered professional engineer in the State of Mississippi and Tennessee.
JACK D. FARMER, PE, VICE-PRESIDENT, joined the Cook Coggin team in 1978 and has dedicated 39 years of service to the firm. In addition to holding a Master of Science in Environmental Engineering, Jack is proficient in various diversified public utilities endeavors but his prime experience and expertise surrounds municipal water and sewer infrastructures, including the design, construction, and operation/maintenance of numerous water and wastewater treatment facilities. Jack is accomplished in concept development, project management, design, development, and construction management of potable water systems, wastewater systems in municipal and industrial application and park/recreation facilities as well. Located in Cook Coggin's Corporate Office, Jack serves as mentor and assists the Cook Coggin team in any capacity necessary. Jack is a registered professional engineer in the State of Mississippi and Alabama.
JOHN MARK WEEDEN, PE, PRINCIPAL, has been employed with Cook Coggin since 2007 and has been involved with numerous projects over the past ten years. Mark's 23 years of experience includes working as an engineer for MS State Department of Health and Natchez Trace Parkway. He also has a background in Construction Engineering which includes owning and operating his own construction company. Mark works intimately with North Mississippi Communities and Water Associations throughout daily and is very proficient in this area of expertise. Mark’s experience includes conceptual planning, field layout, project management, design and construction oversight for water systems, sanitary sewer systems and utility relocations. Mark is a Registered Professional Engineer in the State of Mississippi.
JAMES MATTHEW ESTES, PE, PRINCIPAL, has been employed with CCE since 2004 and has been involved with numerous projects over the past thirteen years. Located in CCE’s Regional Corinth Office, Matthew has worked closely with North Mississippi Communities throughout his tenure with CCE. Matthew’s work experience includes project management, planning design and construction oversight for municipal water, wastewater, gas, roadway and drainage projects. He has been involved with an array of planning teams over the years to assist in the development of local infrastructure and growth. Matthew is a Registered Professional Engineer in the State of Mississippi and Tennessee, a Certified Floodplain Manager in the State of Mississippi, and has certification in the National Highway Institute Program for the Safety Inspection of In-service Bridges.
Cook Coggin has a staff of approximately 85 professional and technical employees comprised with an engineering team adept in civil, environmental, structural, hydraulic, geotechnical, transportation and bridge design and geologists who are recognized experts in their field. The firm also employs highly trained designers, cost estimators, surveyors, and other professionals so that professional services can be provided for the complete scope of the project which includes funding procurement, planning, surveying, design, testing, construction and contract administration.
The engineering staff includes twelve registered professional engineers and two civil engineer personnel. Our engineering staff collectively holds four master’s degrees in civil engineering & two PhDs in civil engineering, as well as one of the few registered professional traffic operations engineers (PTOE) in the state.
In addition to the engineering staff, CCE’s experienced support staff includes eleven computer-aided design and drafting (CADD) personnel and five registered professional surveyors who serve in various capacities among the employee skill groups for the firm, including supervision and oversight of the survey crews. CCE’s surveying crews use the latest state-of-the-art field equipment and global positioning systems (GPS), providing clients with the most technologically advanced services available in the field.
